 The given <Reference Vector> instance V is used to

 The given <Reference Vector> instance V is used to
 specify the "up" axis of a <Camera Point> instance.

 specify an azimuth for emissivity cases.

 for an aggregate <Lobe Data> of V, the axis from
 which the "horizontal width" and "vertical width"
 of the lobe are measured. Note that the label

 any constraint on V's orientation with respect to
 the axes (if any) of the spatial reference frame
