- The SE_INACTIVE_POLYGON flag is not set
- Attributed with a Property Value object with EAC codes of SMC_, STP_, or SWC_
- If no polygons with these attributes, defaults used are:
- Ground (48) for Surface Material Code (SMC_)
- Unknown (0) for Soil Type (STP_)
- Wet (3) for Surface Wetness Condition (SWC_) if Water Flag of SIMNET Mobility Word is set; Dry (1) otherwise
