Reference Vectors
In SEDRIS, reference vectors are unit vectors associated with a reference position (point).
In a Augmented Projection-based Coordinate System (PCS) this is some point (x,y) in the plane of the projected system.
In a CLTP, the reference position (point (x,y)) is on the x-y plane of the CLTP.
