CTDB Format Polygon Attribute Table
Added in format 7, the Polygon Attribute Table is a global storage place for sets of attribute values (mobility, water content, surface and material categories).
Each column of the PAT represents a single attribute and each row is a unique collection of values for each attribute column.
The soil grid and others reference a single unique row that contains the values for that object.
