• If the separation file can not be found or accessed

SE_COORD_INVALID_WGS84_GEOID_SEPARATION_FILE

• If the separation file is incomplete or improperly formatted

SE_COORD_SUCCESS

• Otherwise

Currently (re)loads & stores for each initialize call
