GCS (Global Coordinate System)
CTDB to STF consumes multi-cell GCS STFs.
Each cell is stored in a separate <Environment Root>.
PAT entries from each CTDB cell are stored under the <Data Table Library> sequentially.
GCS Support is still in development.
